The Managed Care Plans Administrator position for the Plan Management unit is responsible for the contract administration and oversight of the on-going operations of each of the Heritage Health contracts (UnitedHealthcare Community Plan, WellCare, and Nebraska Total Care) which provides the Medicaid covered physical health, behavioral health, and pharmacy services for Nebraska’s Medicaid population. These multi-year contracts have an approximate annual contract value of $400 million each, approximately $1.2 billion annually. Additionally, this position will be oversee the procurement, implementation, on-going operations for the Dental Benefits Manager contract which will provide the dental benefits for Nebraska’s Medicaid population through the managed care delivery system. (new paragraph) This position is also responsible for ensuring MLTC has the appropriate federal authority for the managed care delivery system under complex federal regulations, in addition to the managed care title 482 of state regulations requiring application of broad management practices, using significant judgment to interpret and apply applicable policies, statues, regulations, and guidelines. This position works closely with the Deputy Director of Delivery Systems and other Administrators within Delivery Systems and across MLTC in strategic planning, establishing long-range program requirements and objectives, and in developing high-performing leaders. (new paragraph) Nebraska Medicaid has undergone a significant transformation through internal reorganization, the implementation of the state’s new integrated managed care program called Heritage Health. The Administrator II will play a key role in this effort as the division continues to build and strengthen its team and develop competencies around contract management, quality improvement, and best practices in benefit design and value-based payments. (new paragraph) This position is a senior leadership position within Delivery Systems which will oversee the contract management team for each health plan, which will consist of an Administrator I, DHHS Program Manager II, DHHS Program Coordinator, and DHHS Program Specialist.Qualifications / Requirements

REQUIREMENTS: Bachelor’s Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master’s degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.

PREFERRED: Project Management, proven employee supervision and business division leadership, Contract Management, Excellent Communication Skills, Excellent Customer Service Skills, proficient in the Microsoft Office Suite, excellent problem solving skills, experience in Healthcare administration settings such as healthcare systems or insurance settings, experience in federal or state government.

OTHER: Valid driver’s license or the ability to provide independent authorized transportation.Knowledge, Skills and Abilities

Knowledge of: Federal and State laws and regulations relevant to the the managed care delivery system; quality assurance/performance improvement principles and programs and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.

Skill in: Communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.

Ability to: Learn, apply and interpret agency policies and procedures; identify and relate pertinent pieces of information to form conclusions; establish program objectives or performance goals and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals or objectives; respond to changes in direction, priorities and agency values; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments; identify and integrate concrete and abstract variables to formulate approaches to major problems; exercise judgment, decisiveness and creativity in critical and/or unexpected situations; establish and maintain satisfactory working relationships with managers/administrators, community organizations, elected officials and the public; plan, assign and supervise the work of others. The most successful candidates will: Have a proven ability to lead and assist in accomplishing Division goals and priorities; have experience with policy implementation, legislative, regulatory and budget processes; possess the ability to build positive and productive internal and external stakeholder relationships; demonstrate a capacity to work inclusively to ensure coordination and collaboration with other units and divisions within the agency; possess strong leadership skills, with the ability to motivate others to achieve the goals of the division; be positive, energetic, collaborative, politically astute, open, honest, and accessible; have the ability to recognize and develop talent and leadership from within the organization and its partners; be able to stay organized and manage projects and teams to maintain schedules and meet commitments; have knowledge in federal and state Medicaid regulations and healthcare policy.
