NE DHHS is seeking an Immunization Program Manager to guide seven professional and administrative support staff in carrying out the program’s mission of helping communities provide services that meet each area’s individual immunization needs while maintaining quality of service. The program provides funding, vaccines, and training to immunization clinics and private providers throughout the state to vaccinate children from birth through 18 years of age, with limited activities to provide immunizations to adults as resources allow. The Immunization Program Manager oversees a budget of approximately $2.6 million and manages a vaccine distribution system that assures the delivery of 400,000 doses per year. The Immunization Program Manager also plays an important leadership role in developing strategic direction, programmatic policies and procedures, and financial plans that assure the program not only meets federal and state requirements but also addresses the rapidly changing health care environment. This position will work closely with state and community level stakeholders in assessing the needs of both families and providers, as a major step in designing programming to reach goals for improving immunization rates.
This position plans, organizes, directs and manages the activities of the Immunization Program. Plans, assigns and directs the technical/operational activities of assigned professional and administrative support staff to attain the goals and objectives of the Program and ensures consistent application of administrative and program policies, procedures, standards and guidelines; ensures work performed is in compliance with agency, federal and State rules and regulations. Plans for and manages the resources necessary to operate and maintain the program; prepares grant applications and program plans and reports; monitors grant activity and program budget to ensure fiscal and grant objectives/responsibilities are met. Develops budget proposals for program expenditures such as program activities, staffing, facilities and equipment; participates in the development of agency policy pertinent to overall organizational and financial management issues. Develops and recommends new and revised statutes, rules, policies and procedures to respond to changes in Immunization operational/program needs, objectives and priorities and to improve the effectiveness of the program. Plans, develops, and coordinates pilot projects related to programs and/or services.
REQUIREMENTS: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for-year basis. The agency will consider filling the position at the DHHS Program Manager I level.
The requirements for the DHHS Program Manager I are: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for year basis. The rate of pay for the DHHS Program Manager II is $25.252/hr and DHHS Program Manager I is $23.491/hr.
PREFERRED: Skills in management/supervision particularly in a health-related setting and sufficient knowledge of vaccines and vaccine-preventable diseases so as to assure appropriate policies and procedures are in place. Undergraduate or graduate degree desirable. Health-related experience in grant management also desirable.
