Linn County Public Health is seeking a Health Education Specialist. Full time to perform functions to achieve the agency’s mission in areas of the essential public health services. Plans and implements the Community Health Needs Assessment process according to State and Federal standards, best practice and agency policy. Facilitates community coalitions/workgroups to promote implementation of the Community Health Improvement Plan. Applies social marketing principles to communication strategies using a variety of methodologies including social media. Provides technical assistance to community organizations implementing public health services. Enhances delivery of education and services to the community to control and address public health issues and hazards in accordance with federal/state/local laws. Works under minimal supervision. Engages stakeholders in community health needs assessment, health improvement planning, and health advocacy. Applies relevant theories and models to develop assessment strategies and integrates research designs, methods, and instruments into assessment plan. Maps community assets to assure a strengths-based response to community health needs. Identifies factors that influence health behaviors and enhance/compromise health. Assesses social, environmental and political conditions that may impact health education. Assists in the development and administration of grants to address internal/external goals for health promotion and disease prevention. Facilitates establishment of new partnerships and collaborative relationships and assists with the coordination of community coalitions, workgroups and other programming designed to identify and/or address community and public health issues. Applies principles of cultural competence in selecting and designing strategies and interventions. Assesses readiness for implementation of health promotion and education programs. Identifies existing valid/reliable data collection instruments and health status indicators. Assists in the design of data collection methods to maintain and report community-wide health status. May train personnel and stakeholders regarding data collection. Synthesizes information found in literature and other reliable sources for purposes of communicating needs, best practices, and progress toward outcomes. Prioritizes emerging health education needs. Monitors data collection and management. Evaluates effectiveness of programs, services and communication strategies designed to improve population health outcomes. Applies evaluation findings in policy analysis and program development. Analyzes extent of public understanding of agency programs/policies and determines need and type of education and information programs. Prepares reports on activities, program procedures and epidemiological study results. Develops communication documents and materials. Identifies and implements a variety of communication strategies, methods and techniques including social media to communicate to priority populations. Employs appropriate media and technology to communicate to priority populations. Educates legislators and elected officials on health policy issues. Participates in meetings and committees (internal/external) as appropriate or requested. May act as a liaison to external agencies/organizations to represent the health department’s responsibilities and provide assistance. Assists with development of university undergraduate and graduate students completing internships and practicum experiences at the agency. Other duties as assigned.
