Coordinate with State and local agencies to design, develop and conduct trainings and exercises concerning public health emergency response, in compliance with the Homeland Security Exercise Evaluation Program (HSEEP) and the National Incident Management System (NIMS). Prepare exercise evaluations, write after-action reports, write improvement matrices to identify deficiencies; recommend activities and monitor progress made in making improvements that result in better public health emergency response at the State and local levels. Work with local health departments to develop and exercise local public health emergency response plans, including the receipt and distribution of Strategic National Stockpile inventory, and delivery of medication and supplies to the public. Maintain public health emergency contact lists and test the emergency notification system used to contact individuals on the list. Serve as Deputy Strategic National Stockpile coordinator for statewide public health emergency response, including receipt, storage and redistribution of the Strategic National Stockpile and managed inventory. Review federal and national guidelines and procedures related to preparedness and exercise design and implementation, to identify new/updated practices, procedures, recommendations. Based on exercise results, make recommendations regarding edits, revisions and updates to the State, regional and local public health emergency response plans. Act as part of the 24/7/365 DHHS public health emergency response team.
