Summary: Interpret hazardous waste and solid waste regulations and guidance; excellent communication skills; work in a group setting to develop rules, policies, and plan future activities; coordinate the regulation and statute development process; evaluate facility compliance with hazardous waste and solid waste regulations; coordinate enforcement actions as needed.
Write, review and revise hazardous waste and solid waste program regulations, technical guidelines and proposed legislation in response to new federal requirements, program authorization needs, and also in accordance with the needs of the State of Nebraska. Perform hazardous waste and solid waste facility evaluations and coordinate enforcement activities as needed. Review EPA guidance documents, federal registers, notices, federal and state regulations, professional journals, news and public policy information to keep current on emerging hazardous and solid waste issues. Summarize data and inform others. Prepare and perform public outreach presentations and materials concerning new regulations and agency programs. Implement rule-making process including preparing materials for the Environmental Quality Council’s hearings regarding regulation changes. Prepare program authorization packages to include program descriptions, memoranda of agreements, authorization for checklists and other documents. Work with EPA to facilitate review of authorization requests and resolve various program implementation issues. •Determine regulatory applicability as applied to various scenarios for regulated facilities and department staff. Write, edit and review technical papers and reports to respond to inquiries and complaints and to provide data required or requested by federal, state, and local agencies, the professional community or the general public pertaining to waste issues.
